About PM-KUSUM

The Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) is a flagship scheme launched by the Ministry of New and Renewable Energy (MNRE) to promote solar energy adoption among farmers. It aims to reduce farmers' dependence on diesel and grid electricity by solarizing agricultural pumps and enabling them to generate income from surplus solar power.

Launched in 2019, the scheme aligns with India's vision of achieving energy security, doubling farmers' income, and contributing to net-zero goals.

Scheme Budget & Timeline

Total Budget: ₹34,422 crore

Scheme Available Till: 31.03.2026

Launch Date: March 2019

Scheme Objectives

Promote Solar Energy in Agriculture

Encourage adoption of solar-powered irrigation systems for sustainable farming.

Reliable Daytime Power

Provide consistent power supply for irrigation during peak farming hours.

Reduce Diesel Dependency

Eliminate costly diesel pump operations with clean solar energy.

Generate Additional Income

Enable farmers to sell surplus solar power back to the grid.

Decentralized Solar Plants

Support creation of distributed renewable energy infrastructure.

Environmental Sustainability

Reduce carbon footprint and promote eco-friendly farming practices.

Three Components of PM-KUSUM

Comprehensive solar solutions for every farming need

A

Decentralized Ground/Stilt Mounted Grid-Connected Solar Plants

  • Install solar power plants (up to 2 MW capacity) on barren or cultivable land
  • Landowners can lease their land to developers or develop themselves
  • Power is sold to DISCOMs at a feed-in-tariff (FiT) determined by SERC
  • Target: 10,000 MW capacity
  • Beneficiaries: Farmers, cooperatives, panchayats, FPOs
  • Incentive: Rs. 0.40 per unit or Rs. 6.6 lakh per MW/year for 5 years
B

Standalone Solar Agriculture Pumps

  • Subsidized solar pumps (up to 7.5 HP) for off-grid areas
  • Useful where grid connectivity is unavailable or unreliable
  • 60% total subsidy (30% Central + 30% State)
  • Target: 14 Lakh standalone solar pumps
  • Farmer Contribution: Only 10% upfront
  • Loan Facility: 30% through banks
C

Solarization of Grid-Connected Agriculture Pumps

  • Convert existing grid-connected pumps to solar-powered systems
  • Excess power can be fed back to the grid
  • Farmers can earn through net metering / power purchase agreements
  • Target: 35 Lakh grid-connected pumps
  • Solar Capacity: Up to 2x pump capacity allowed
  • Includes: Feeder Level Solarization option

Subsidy Structure

Financial assistance based on component and location

Component General States Special Category States* Farmer Contribution
*Special Category States: North Eastern States, Himachal Pradesh, Uttarakhand, Jammu & Kashmir, Sikkim, Lakshadweep and A&N Islands get higher subsidy rates.
